Patna, August 4, 2025 — Bihar Chief Minister Nitish Kumar has unveiled a new domicile-based recruitment policy for government school teachers, marking a significant shift in the state’s hiring framework. The announcement comes ahead of the upcoming assembly elections, and is seen as part of the government’s broader effort to strengthen the education system and address long-standing demands for local representation in public sector jobs.

Under the revised policy, priority will be given to candidates holding Bihar domicile status in all future teacher recruitment drives. The Education Department has been directed to amend the relevant rules to reflect this change, which will be implemented starting with the Teachers Recruitment Examination (TRE)-4, scheduled for later this year. The subsequent phase, TRE-5, is expected to be held in 2026.

While the Chief Minister did not specify the exact percentage of positions to be reserved for local residents, he emphasized that the move aligns with the government’s ongoing commitment to educational reform. “Since the formation of our government in 2005, we have consistently worked to improve the education system. This policy is another step toward that goal,” Kumar stated in a post on X.

Additionally, Kumar confirmed that the Secondary Teachers Eligibility Test (STET) will be conducted prior to TRE-5, as part of the recruitment roadmap.

The domicile policy is expected to benefit thousands of aspirants from within Bihar, potentially reshaping the competitive landscape of teacher recruitment in the state.
