
The Election Commission of India (ECI) has announced that voters who fail to submit their documents by the July 25 deadline during the ongoing Special Intensive Revision (SIR) of electoral rolls will still have an opportunity to enroll. According to the Commission, such individuals may apply during the claims and objections period, which will run from August 1 to September 1, 2025.
The clarification comes amid concerns raised by several political parties regarding the tight timeline for document submission, particularly in Bihar, where the SIR exercise is underway ahead of the upcoming state elections. The EC emphasized that the revision is being conducted in a “planned, structured, and phased manner” to ensure the inclusion of all eligible citizens.
Eligible voters who miss the initial deadline can submit Form 6 along with a declaration form during the claims and objections phase. Booth Level Agents (BLAs) will be permitted to submit up to 10 certified forms per day even after the draft roll is published on August 1.
The SIR is being conducted in five phases:
- June 25 – July 3: Distribution of Enumeration Forms to approximately 7.9 crore voters in Bihar.
- Till July 25: Submission of filled forms with supporting documents.
- Parallel Phase: BLOs collect and upload data via the BLO App/ECINET.
- August 1: Publication of the Draft Electoral Roll.
- August 1 – September 1: Claims and objections period, followed by final roll publication on September 30.
The EC has deployed nearly 4 lakh volunteers, including government officials and NCC cadets, to assist vulnerable groups such as the elderly, persons with disabilities, and economically disadvantaged citizens.
