
The Delhi High Court has denied bail to a UAE-based businessman, Naval Kishore Kapoor, who is accused of terror funding under the Unlawful Activities (Prevention) Act (UAPA). Kapoor is alleged to have facilitated the transfer of funds from fake companies in the UAE to separatist groups in the Kashmir Valley. These funds were reportedly used to incite unrest, including stone pelting and arson, in the region.
The court observed that there was sufficient evidence to suggest Kapoor’s involvement in aiding Zahoor Ahmad Shah Watali, another accused, in channeling foreign money for secessionist and terrorist activities. The court also noted that Kapoor’s residence in Dubai posed a risk of him fleeing or tampering with evidence.
Kapoor was arrested in 2018, and the National Investigation Agency (NIA) has charged him with conspiracy and terror funding. The case highlights the use of hawala networks to fund anti-India activities in Kashmir.
